JOB PURPOSE

To manage the civil package design and construction support of the infrastructure for Etihad Rail’s Stages 2 & 3. There will be one Engineering Manager responsible for the technical product of each civil package.

PRINCIPAL ACCOUNTABILITIES

  • Management of design, design oversight and construction technical support of all railway civil disciplines. This includes, earthworks, utilities, roadways, structural, geotechnical, track, track formation, facilities, and interfaces with train control systems, rail signaling and telecommunication systems, and configuration management works associated with design and construction of the rail network.
  • Participate in finalizing “End User Requirements” through discussions with stakeholders which will affect the design.
  • Manage and coordinate the design development of the project which may include conceptual, preliminary, but primarily final design for all civil aspects of the railway network. Ensure that design approvals do not delay programme milestones.
  • Management of the Project Management Consultant staff in resolving all issues related to the design and technical issues affecting construction of the rail network.
  • Ensure the development of an integrated design in terms of both the civil/structural work and interfaces with systems that will produce a fully functional network while resolving any design incompatibilities.
  • Manage the implementation of project related technical surveys which may include topographical surveys, the geotechnical investigations and environmental impact assessments (EIA’s) that are procured directly by Etihad Rail.
  • Managing and coordinating all activities related to the engineering scope of work during tender preparation, participate in tender technical evaluation, and recommendations.
  • Manage resolution of construction technical issues, quality control design issues, and testing and commissioning interfaces with the civil works of the project.
  • Other duties will include the oversight of permitting, stakeholder NOC’s, environmental mitigation/monitoring, and utilities coordination that affect the design, technical aspects and programme.
  • Assist in selecting, developing and managing Etihad Rail technical personnel.

  • Internal:Line Manager, Line Director, Executive Director, Business Unit Heads and Projects staff
  • External:Government Authorities, Contractors, PMC, Vendors, etc.

DIMENSIONS OF THE JOB

  • No. of Direct Reports: 1-5
  • Indirect Reports: Consultant staff
  • Performance against budget and objectives

ACADEMIC QUALIFICATIONS

  • Graduate Degree in Civil Engineering or a related discipline
  • Master’s Degree in Civil Engineering/Construction related field preferred.

PROFESSIONAL QUALIFICATIONS

  • Certifications in Project Management preferred.
  • Railway professional certifications and affiliations preferred.

EXPERIENCE

  • 15+ years of design and construction experience on heavy civil projects.
  • 5+ years of design experience in the railway industry on major railway infrastructure projects. Detailed design experience preferred.
  • Proven experience as an Engineering Manager on at least three major infrastructure projects.
  • Experience in interface management on multi-discipline civil projects.

FUNCTIONAL COMPETENCIES

  • Strong foundation and experience in design of railway infrastructure.
  • Working knowledge of ISO quality standards and regulations and established expertise on similar projects where Quality Assurance and Quality Control were primary duties.
  • A sound understanding of the principles of project management including project scheduling, project controls, and earned value management
  • Experienced in working with consultants, and contractors for railway construction projects.
  • Knowledge of railway design, construction and operation, preferably heavy freight railway operated under UIC or AREMA standards.
  • Familiarity with track design in desert environments is desirable.
